JULIE BAXTER PAYER serves as Executive Counsel for the Louisiana Department of Veterans Affairs, a cabinet agency whose mission is to provide excellent care and service to Louisiana’s nearly 300,000 veterans and their families. She served previously as Deputy Chief of Staff for Louisiana’s Governor John Bel Edwards. After the March and August 2016 floods, she worked extensively with many Louisiana and federal agencies to help coordinate Louisiana’s flood recovery and response. Julie is an LSU Law graduate and formerly served as an attorney for the Louisiana Senate. Before that, she practiced law as a trial attorney in private practice here in Baton Rouge, representing clients with the Moore, Walters law firm and the Rhorer Law Firm. Her private practice focused on civil litigation and jury trials, personal injury cases and business and contract disputes. Prior to practicing law, Julie spent fourteen years working as an award-winning investigative reporter in radio and television news, covering everything from statewide elections and the Louisiana legislature to natural disasters. In 2001, Julie was awarded an Edward R. Murrow award for investigative reporting in television. Julie is a member of the Louisiana State Bar Association House of Delegates and has served on many community non-profit boards in south Louisiana, currently including WRKF public radio, the ARC Baton Rouge and Rebuilding Together Baton Rouge.
