Barry Scott Milligan is a conservative Republican candidate for the District 38 seat of the Louisiana State Senate. A veteran banker of 29 years, Barry will utilize his knowledge and experience to make Louisiana’s government live within its means. Barry believes District 38 needs a strong, conservative voice in the Senate, and he will tap into his business and financial expertise to serve this role for the people of the district.

Born and raised in Louisiana, Barry and his family moved to Shreveport at the age of 12 for his father to complete his residency at LSU Medical School. Barry is a graduate of Captain Shreve High School, and he earned his BA in Business Management at Southeastern Louisiana University before accepting a position as an investment advisor with Edward Jones in Shreveport. Barry completed his MBA in 2002 from Centenary College and served on the National Alumni Board until 2005. Barry has worked in commercial lending at AmSouth since 2006, serving as a commercial lending relationship manager and vice president at several area banks. Barry also owns Louisiana Business Consulting, LLC where he assists nonprofit and for-profit businesses in proper strategic business and capital expansion planning. Over the last couple of years, Barry has also worked as a recruiter to enlist conservative candidates for elections in nine parishes across northwest Louisiana.

Barry is married to a school teacher Kristin Crew Milligan of 25 years. They have three daughters; Madison Milligan Oliver, 22, an elementary teacher married to Clinton Oliver, middle and high school teacher, Katherine Milligan, deceased, and Chandler Milligan, 17, a senior at C.E. Byrd and a future teacher herself. Barry is a social conservative, and he and his family are active members of Brookwood Baptist Church in Shreveport, where they also serve as youth volunteers. After eight years of serving youth in the church, Barry founded Christian Gym Youth Ministries, LLC where he and several other volunteers work with high school and college aged young men teaching the fundamentals of fitness, faith, finance and family. In his spare time, Barry has served and continues to serve on numerous boards throughout the Shreveport.
