Donna  D.  Fraiche Donna D. Fraiche,
Chair of the Long Term Community Planning Task Force of the Louisiana Recovery Authority

Donna D. Fraiche is a shareholder in the New Orleans and Baton Rouge offices of Baker, Donelson, Bearman, Caldwell & Berkowitz and a member of the Health Law and Public Policy departments. She serves on the Firm's Nominating Committee and chairs its Women's Initiative. Ms. Fraiche serves as the Honorary Consul-General of Japan for New Orleans. She served as the first female President of the organization now known as the American Health Lawyers Association and is currently a Fellow of the Association. She concentrates her practice in the general representation of healthcare organizations, companies and individuals in major regulatory, public policy and litigation efforts. Chair of the Louisiana Health Care Commission, Ms. Fraiche is a former member of the Louisiana Recovery Authority (LRA) and served as Chair of the Long Term Community Planning Task Force and the Health Care Committee. She was the LRA delegate to the Louisiana Health Care Redesign Collaborative chartered to develop and oversee the blueprint for health care policy in Louisiana. She has served as Chair of the Board of Trustees of Loyola University and delivered the commencement address at the Law School graduation in 2001. She served as President and Chair of the Board of the World Trade Center, founded the New Orleans Regional Medical Center, and is a diplomate of the American College of Health Care Executives. Ms. Fraiche has served on the adjunct faculty of Tulane University's School of Public Health and Administration and served as a preceptor for the residency program in health systems management. She participated in the Council for a Better Louisiana’s Leadership Louisiana 2005 program. She has served as a delegate to the Conference, "Governing in the Global Age" at George Washington University, The Elliot School of International Affairs.

Stewart T. Gordon, M.D. Stewart T. Gordon, M.D.,
FAAP, President, Louisiana Chapter, American Academy of Pediatrics

Dr. Gordon is an Associate Professor of Clinical Pediatrics and Chief of Pediatrics at the LSU Health Sciences Center / Earl K. Long Medical Center in Baton Rouge, LA. He has been a practicing pediatrician there since returning home to Baton Rouge in 1994.

He is a graduate of Louisiana State University, LSU Medical School in New Orleans and completed his training in Pediatrics with LSU Medical School’s Department of Pediatrics at Charity Hospital and Children’s Hospital. Dr. Gordon is also an Adjunct Associate Professor at the Pennington Biomedical Research Center.

He is currently the President of the Louisiana Chapter of the American Academy of Pediatrics and Chairman of the Louisiana Obesity Council.

Dr. Gordon’s areas of interest include early brain development, child advocacy / children’s public policy, juvenile justice reform, prevention of child abuse and neglect and prevention and treatment of childhood obesity.

Alan Levine Alan Levine,
Secretary, Louisiana Department of Health and Hospitals

In January 2008, Louisiana Governor Bobby Jindal appointed Alan Levine to lead the state’s health agency, the Department of Health and Hospitals. The agency, the state’s largest, has a $7.8 billion annual budget and nearly 12,000 employees and administers programs in mental health, public health, emergency preparedness, Medicaid, health information technology, addictive disorders and aging services.

Levine is nationally recognized for leading efforts to reform Medicaid, creating a more transparent health care system through mandatory public reporting of health provider outcomes, implementing privacy-protected electronic medical records, and being prepared for hurricanes and other natural disasters. In August 2006, Modern Healthcare magazine named Levine one of 30 leaders nationwide likely to have a powerful impact on the future of health care.

Prior to his arrival in Louisiana, Levine served as president and chief executive officer of Florida’s Broward Health, one of the largest non-profit public health care systems in the U.S. In July 2004, he was appointed by Florida Gov. Jeb Bush to serve as secretary of the Florida Agency for Health Care Administration, the state’s health financing, regulatory and policy agency. With a budget of more than $16 billion, the Agency oversees and operates the Florida Medicaid program, licenses and regulates more than 25,000 health care facilities and 25 health maintenance organizations, and publishes health care data and statistics. Prior to his appointment, Levine was tapped by Gov. Bush to serve as his deputy chief of staff and senior health policy advisor. At age 29, he was named CEO of Doctors' Memorial Hospital in Perry, Florida, and later served as CEO of South Bay Hospital in Sun City Center, Florida.

He has served on numerous boards of directors, including; Florida Hospital Association, Florida Center for Nursing, Alternative Education Institute, Association of Community Hospitals and Health Systems, Boys and Girls Club, and Junior Achievement. He also has served as a guardian ad-litem within Florida's child welfare system, and participates in the Big Brother and Big Sister program.

Mr. Levine received a bachelor’s degree in health education and two master's degrees in business administration and health services in 1992 from the University of Florida. He is married to Laura, and enjoys spending time with his son, Terry, and daughter, Kathryn. He spends his spare time coaching youth football, snow-skiing, and enjoying University of Florida Gator athletics.

David Sloane David Sloane,
Senior Managing Director of Government Relations and Advocacy for AARP

David Sloane is Senior Vice President of Government Relations and Advocacy for AARP. He is responsible for federal and state government relations, as well as the Association’s grassroots, e-Advocacy and voter education programs.

With more than twenty-five years of experience in the public affairs arena, Mr. Sloane has held numerous positions in both the public and private sectors. More than half of his career was spent in government service, including as a Special Assistant for Legislative Affairs to President George H. W. Bush; Deputy Assistant Secretary of Governmental Affairs for Secretary of Transportation Elizabeth Hanford Dole; and Legislative Director and Deputy Chief of Staff to the late Senator John H. Chafee of Rhode Island. Mr. Sloane also has held lobbying positions for several business interests, including the National Association of Manufacturers, the National Association of Wholesaler Distributors and GTE Corporation.

He is a graduate of the School of Government and Public Administration, The American University, Washington, DC.
