Panelist Bio


Julie Baker Richard, PhD
Asst. Director of Field Services, La Farm Bureau Federation

Julie Baker Richard is the assistant director of field services for the Louisiana Farm Bureau Federation, the state’s largest organization representing farmers and ranchers. In this position, she coordinates all Women’s Leadership and Young Farmer & Rancher activities across the state.

The purpose of the Farm Bureau Young Farmers and Ranchers program is to promote and strengthen the entire Farm Bureau organization by provide opportunities for training and leadership experience in Farm Bureau and to educate the members on activity at the state and national level . Julie has been with Farm Bureau for four years and has served in this position for one year.

She received her undergraduate degree in Animal Science and Masters Degree in Human Resource Education from Louisiana State University. She has recently received her PhD in Human Resource Education with a minor in Agriculture Economics from Louisiana State University. Her area of research focused on the public perception of agriculture.

Richard’s background in agriculture started from birth. She is the daughter, granddaughter, and great-granddaughter of rice farmers.

Upon graduation from LSU she was employed by the LSU College of Agriculture as the coordinator of recruitment and retention. She utilized this position to encourage high school students to consider careers in agriculture and related sciences while assisting these individuals in developing their leadership skills as they pursue college degrees.

As the coordinator of the Young Farmer & Rancher program she is able to continue to assist individuals in agriculture to strengthen their leadership skills by becoming more active member of the agriculture community.

Her many awards include the Louisiana Excellence in Agriculture Award, McCloy Fellowship in Agriculture, and membership in the Gamma Sigma Delta honor society of Agriculture.

She is married to Christian Richard and together they operate a rice and soybean farm north of Kaplan, La. They are expecting their first child in November.

Governor John Bel Edward’s deputy chief of staff, Johnny Anderson, resigned in November due to allegations of sexual harassment. A month earlier, celebrity chef John Besh stepped down from his restaurant management group after sexual harassment accusations. Charges of sexual misconduct in the workplace against celebrities and government officials made state and national headlines during the last several months of 2017.

How widespread is the problem in our state? Where is the distinction drawn between boorish acts and abusive behavior? Is every circumstance unique or should all offenders be dealt with in the same manner? Louisiana Public Square looks for answers to these questions and more on “Drawing the Line: Sexual Harassment in Louisiana” Wednesday, February 28 at 7 p.m. on LPB and in New Orleans on WLAE.
